XP - Old log in accounts

I had to reinstall XP due to a .dll file being
corrupted. Once I reinstalled, my old log-in, which was
password protected is visibile to me with my new log-
on's, but I can't access it. How can I access my old
files and programs (which are still there too, but not
recognized)?
 
The other problem encountered is my old programs are
still on the hard drive, but not accessible stating "not
currently installed for the current user". How do I get
access to my programs?

thank you. I now have backed up my data that once
resided within my other log in. Any suggestions on how
to get my old programs back, with the exception of
reloading them all?
 
Except stand-alone applications, you will need to reinstall the programs.
