Windows XP XP Load Error

I built a PC for a friend who is now getting the following error.

Windows could not load because the following file is missing or corrupt. c:\windows\system32\1_intl.nls

I have talked him through running the recovery console. CHKDSK /R came up saying it had found and fixed one or more problems, but it is still bringing up the same error.

Does anybody have any suggestions or have any of you experienced this and fixed it WITHOUT rebuilding the machine?!?!
 
Are you using a cd?? The onboard recovery console?
You should not have to take the pc apart physically.... I think you just need to reinstall the OS. Also, if that is what you were trying to do when you got the error... than its a bad image. Need to get another set of CDs, or maybe clean them.
 
Copy the file from another xp install that used the same version cd. if you;re lucky that;s the only one that got corrupted.if not copy the next file, then the next, or just do a repair install.

sfc may work also, but only if it finds the file and it is corrupted.
 
I fixed it last night. My friend is not computer literate, and I don't have the remote tools which I have at work to be able to see what he is doing.......

Since his PC is about 70 miles away, I can't hang his disk in my machine etc in order to copy the file.......

Go to the recovery console from the CD. Select CD drive from command prompt and open the i386 directory, and type the following command.

expand l_intl.nl_ c:\windows\system32

All fixed and working fine.
 
The better way to fix this problem, is to reinstall the os from scratch, if it happens while installing, 1 of 2 things could be doing this, the memory, or a bad sector in the drive, but most probably the first one.
