XP-Internet "Wizard", Connections, Choose settings not functioning

None of the settings are active; the NEVER dial a
connection has been selected; all connection options are
gray instead of black.

Computer is "locked" into a broasband service connection;
I've never had broad band service.

I cannot load the remote access connection manager.

I've re-installed XP; run XP repair.

I've checked that there is only one Rasapi32.dll file

I've clicked on Start under Telephony-Properties

WHen I click on Start for Remote Access Connection
Manager, I get an error code.

I've also deleted the value in "Next":
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion
\Telephony\Cards\Next
