I have "shared" my internet connection on my XP PC, the other XP PC's can
access the internet. How do I connect WIN2000 and WIN98SE to do the same?

Configure WIN2000 and WIN98SE as Internet Connection Sharing clients,
as shown here:

.

You must need a third party software for networking like
wingate, you also need a proxy server to connect to the
other pc running previous version.

No, there's no need for third party software or for a proxy server.
WIN2000 and WIN98SE can access XP's shared Internet connection with no
additional software. Just configure their TCP/IP properties to obtain
an IP address automatically.
