XP in peer to peer network

My wife works for a doctors office and they have a small
peer to peer network to enable printer sharing and
internete access. They have just moved to a new office and
put in a switch and router with a DSL hookup. Most of the
machines run Windows ME with some of the newer using XP.

In this new environment all have and can access the
internet, individually. With a few ME's on line if you
bring up an XP machine it starts flooding the network,
sending out thousands of packets with no user activity.
Grinds the whole network to its knees.

I am sure the fellow they have to set things up has made
some sort of error, but, I am not sure what to do. I know
my way around a pc and its settings but not a network
guru. I think the guy is only looking for more work.

Any suggestions.

Did the same guy install the switch/router/dsl
that configured the rest of the network?
