I can get onto Outlook Express quickly (dial-up) and onto
my home page in ie (webcrawler)..but then if I want to go
to an URL (like Microsoft.com...it can take up to 5 or 10
minutes to load.
Any suggestions? Another computer in the same house loads
much more quickly..My dial-up is usually about 28.8
This is a new computer (E-machine with 512) T4480..They
can't seem to help me nor can my ISP which is a local ISP.

Just a few suggestions:

See this article on browser help objects and follow advice:
http://antivirus.about.com/cs/allabout/a/browjack.htm

Run Adaware

Run an up to date virus scan on your computer.

Clear your temporary internet files (Tools>Internet Options>Delete Files).

Uninstall any unnecessary toolbars/add ins from Internet Explorer.

Goto http://windowsupdate.microsoft.com and download any updates especially
relevent to internet explorer or windows explorer including service pack 1
and any culumulative patches.

Defragment your hardrive

Also try closing any firewalls and/or other internet utilities or antivirus
utilities one by one, some of these could be slowing down your browsing so
try to eliminate which one it is. You may also like to try
updating/reinstalling any modem drivers you may have.

As a last resort a reformat will probably fix it but it is quite drastic...

Sorry I couldn't be of more help.

As well as running spyware detectors as recommended (be sure to update
after downloading), you might want to see about updating your modem
driver. My T2240 emachine has a contexant modem. Downloaded driver
HSFp_WinXP.zip from http://www.contexant.com three months ago. A few
weeks later the windowsupdate site came up with a different driver,
but it was in fact older and slowed things down so I reinstalled the
HSF.

There are also adjustments to be made to modem and port settings, both
accessed via control panel \ system \ hardware \ device manager
(expand and right-click to access their properties). Although the
wisdom differs in this area, at this point I'd recommend not going
over 57600. The main possibility being eliminated is that the setting
is quite low.

Do empty your temporary internet files frequently. Control panel \
internet options \ general tab \ delete files ... also delete offline
content.

Sorry, that should be http://www.conexant.com.
