XP ICF

I am a student and an instructor posed this question to us. What version of
XP doesn't include ICF? This isn't for a test or anything like that. He just
won't give us the answer and I have not been able to find it on the
internet. Just curious. Thanks for any and all help.
 
All versions of Windows XP include ICF. However, it is not enabled
by default unless Service Pack 2 is installed.

XP SP2 uses the "Windows Firewall" which is significantly changed from the
older ICF.

ICF implies pre-SP2 Windows XP functionality.
