XP - How to unlicense one machine and license on new

Now that I have been running XP Pro on my home computer
for several months I have decided to replace that system
with a new desktop. Would like to unlicense XP from the
old machine and re-install XP Pro on my new desktop as I
can purchase it without an operating system. How do I do
this?

Sharon has given you the instructions. However if XP came preinstalled to
the laptop then it is likely an OEM version in which case you cannot legally
install it to any other system. OEM versions are tied to the first system
they are installed on. Some OEM versions are BIOS locked and will not even
accept installation on another system.
