xp home won't boot

windows xp won't boot even in the recovery console it
just seems to be in a loop.everytime the computer boots
it goes to the safe mode screen and no matter which way
you wanna start windows it just comes back to this
screen. Also windows won't fixboot or repair master boot
config. or boot from cd. HELP ANYONE PLEASE
 
What happens when you try to boot from CD?
Is the system BIOS set to boot from CD?
