New Orleans Novice

XP Home Will Not Restart.

Can you help this HP restart? Reboot?

Using XP Home, HP PC, 1024 RAM, DL'ed all Windows updates.

Clicking Restart will not restart. The HP Just hangs. Says shutting down.
Stays there forever. And ever. The on/off button has to be pushed.
