Yes you just preform an upgrade install of XP Pro. All your settings will
stay the same.
 
New PC purchased

need XP Professional or 2000 Server

Is it possible to upgrade from XP Home edition to XP Professional?

How can I maintain my wallpaper and some of my programs?

You will need the Retail version of Windows XP Pro. The Retail
Upgrade is fully adequate and is much less expensive than the Retail
Full Install version of XP Pro.

It should install with no problems and all of your installed
applications, configuration settings, and user data files should be
preserved. However you should have a backup of anything important
"just in case". And Windows Updates will have to be downloaded and
installed again.

An OEM version of XP Pro will not do the upgrade.

This is probably the simplest operating system upgrade ever, as there
are no hardware compatibility or capacity issues to be concerned
about. If your system is okay for XP Home then it will be equally
okay for XP Pro.

Yes, what Pro does is for example, gives you more control
over you total computer- for example if you install new
hard drive, you can only format it with home ed. with Pro
you can split it up in to more that one vertual drive,
and so forth. 2000 Server would be a wast of money,
inless you had a business with 2 or more computers.
