One reason can be if the one user has superuser authority
and the other three don't, they have guest accounts. The
superuser/owner has the authority to run operations that
"spyware" has placed on the computer. The guest accounts
do not have this authority so iexplore.exe doesn't work when
the spyware trys to report its information. The solution
is to run something like Ad-Aware to remove the spyware.

However, there can be more than one issue with the same
behavior so including the error message is often useful in
pinpointing which issue actually causes your problem and
therefore which solutions are more likely to work.

Is there a specific error message that you are getting?
It internet explorer executing and the users not getting
an active connection or no page found error? Normally
once a computer is configured with the required internet
address, no matter who logs on you should be able to
connect.
 
Tell me a little more, please. What happens when one of the three
non-connectors try to access the internet? Have you tried troubleshooting
at all? What have you tried? I'll be happy to step you through some
troubleshooting if you'd like, just let me know.
