Xp Home - no administrator?

I have an XP Home system and recently we started having
problems. User Accounts shows a blank screen, attempts
to enable cookies in IE fail to work (the selection is
accepted but the access to the https web site still fails
with a "can't create cookies" message.

It seems that nonone on the XP system has Administrator
access any more. How could this happen? All I can think
of is that I modified my kids accounts to remove
Administrator.

What are my options? Reinstall XP Home, or Upgrade to XP
Pro?

Reboot tapping F8 each second.
Select Safe Mode at the menu.
Select Administrator.
Then go to User Accounts in Control Panel.
Select a user.
Click "Change account type"
Change that user to an Administrator.

Password all accounts with Administrator access including the default
Administrator.
Give all other users access only to Limited profiles.
You must tightly control all Administrators because Any Administrator
can do and undo anything any Administrator can do.
Take appropriate precautions to prevent losing the passwords.

You should use an Administrator profile for Administrator work.
Use a Limited profile for all routine work.
 
I tried that. When in safe mode I can now see Administrator on the logon
screen. Once logged on as adminstrator I run "User Accounts". Same
problem, the window is blank (i.e. white with no icons, text or buttons).
The <- and -> and HOME icon on the menu stip do nothing.

I really noticed this when I couldn't install Norton AV on my system - it
complained that I didn't have privilege. Any other suggestions?
 
Try System Restore:
Start/All Programs/Accessories/System Tools/System Restore
Choose a date/time before issue started.

Otherwise check for and replace corrupted or missing System files:
Start/Run
Type "sfc /scannow" ENTER
Have Windows XP CD available.
