XP Home locked in to Setup

Today my desktop threw a wobbler and put up a file
protection window asking for a new setup. Running the
program from the CD hit a fatal error, with the
message 'Error code fffffb40,cannot find text for
0xfffffb40 in message file for syssetup.dll'. It is now
locked into the setup routine, goes through it every time
I boot up, and stops at the same fatal error. I've tried
safe mode but it just tells me that setup cannot run in
safe mode and charges headlong to the fatal error point
again. What next?
