XP Home File Permissions

I had some problems with XP home edition. I reloaded
Windows (rebuild option} and it is stuck in SETUP mode.All
of my files are on the drive. I put in a new drive and
installed a clean copy of of XP on the drive. So now I
have a new clean copy on c drive and my old system on the
d drive. The problem is in "Document and Settings" files.
When I try to move .pst files I get "Access Denied". Is
there a way to get around this?
