When I press start shutdown, turnoff the machines turns
off properly. in about 20 minutes the machine restarts
automatically. How can I disable this....?
 
Are you saying that if the machine is completely powered off it will
spontaneously start up again on it's own? What kind of computer is this?

If the case doesn't have an off switch on the power supply the only way to turn off is by pulling the plug. They are like TVs, only partially turn off.
 
that is correct, it has happened on all the machines I put
it on, not inheriant to the type machine, compaq is one,
antec, and acer
 
It sounds as though your system or systems have network cards and are set to
wake on LAN. NOTE: this can be an issue even if the systems are not
connected to a network. Nonetheless, you will need to go into the system
BIOS and turn off this feature. When the system boots, usually the first
boot screen has a message to hit a specific key to enter setup, when you see
this message, do so. Then, navigate to wake on LAN and disable the feature.

Wake on LAN, Wake on Ring or Wake on Timer is enabled in the BIOS settings.
Some folks are convinced that their systems have gremlins when this happens.
The settings are useful, for example, if you have Fax software installed on
your computer or have your system set to accept data a specific time.
