XP Home Edition starts ONLY in SAFE-MODE. All other modes
will stop while XP is loading.

Is it possible to re-install XP without the install CD?

It is more likely your modem or some other card inside your computer is
causing this.

Before taking other action, click START|RUN, and type "msconfig" (no quotes)
<enter>
Click the BOOT INI tab and be sure that the box for SafeBoot is NOT checked.
