When I purchased my computer from Dell a system disc was not provided.
Therefore I can not install the XP backup software, (this is not the
Restore software). When I attempt to locate the backup software at
Microsoft I am directed to "How to Install from the system disc".
Can I download the software from the net?
Yes, you can download it from here:

If the link above doesn't work for you, copy/paste the whole thing into your
browser window instead of clicking it.
I don't know about Dell, but some vendors do NOT provide backup with XP Home
and that's quite legal for them to do. That's a problem with OEM
preinstalled software; there are ways to leave out peripheral software like
backup and a few others.
That said however, they DO have to provide some method of returning the
computer to its shipped state. If there are no CDs, that's usually in a
hidden partition on the hard drive which will be initiated from a non-hidden
app somewhere on the drive. Check documentation for how to restore the
system.
IMO The BEST backup method so far is to use imaging software at a cost of
about $40 to $50 from Symantec or Acronis. Those can also compress files as
it processes them.
