XP Home Edition Autocomplete

I am unable to activate the autocomplete feature in XP Home Edition. I have followed the instructions to no avail...it does not even ask me if if wish to use autocomplete as it did initially.

TOOLS menu|INTERNET OPTIONS|CONTENT tab|AUTO COMPLETE button ?
 
Hi tyro,

Go to Start > Run and type services.msc
Scroll down to the service 'Manager of security accounts' and see if
it is enabled.

I take it you've checked here:

IE> Tools> Internet Options> Content> Autocomplete>
