XP Home Ed. hasn't recognized 3 different USB cameras

I have tried 3 different web cams with USB 1.1. When
I plug the device, no "Add Hardware Wizard" comes out.
In "My-Computer->Properties->Hardware->Device Manager",
In the USB devices list, all these devices have been
identified as "Unknown Device". Not any driver could
have been installed, because operating system cannot
run any *.inf file, although there is one on CD drive.
Windows is with the latest updates, also with the USB
update quite recently.

I wonder why the operating system does not bring Hardware
Wizard window although the USB device has been plugged?

The funny thing is, that the XP Home Ed. can recognize
the Plextor CD Burner which is in a USB-IDE converter
external case. This device is recognized by the operating
system and I can write any file in any way.

The mainboard is MSI KT4V MS-6712 and USB Controller is
2.0 and it has 6 USB ports, and in none of them operating
system runs automated task.

Please help me, I am really helpless.
 
Additional Info:

1. The latest web cam I have tried to install
is Creative Webcam Vista.

2. The closest MS page I have found so far is:

The reason is that I wanted to check whether the USB
port of the PC is working properly. But this page
recommends me to install SP1, which I already have it.

3. I have done this with an account of Administrator
privileges.
