1. Click Start->Search
2. Search for all files with the extesion *.cpl . Found under
c:\windows\system32. This is the extension of all control panel items
required.
3. Double click each and every .cpl file to see if they work fine.
4. Move the application causing similar problem or behaving eratically to
another location.
5. Now open the control panel and see if you still experience the same
problem.
