catroot2 folder is a catalog file it is used for things
like windows update to place the various updates where
they are suppose to be.This folder can get corrupted over
time and yes you can delete it, like system restore when
corrupted that is the fix,However it it a vital windows
folder and will be automatically recreated if missing and
needed.
