XP Help won't open

The Help and Support and the System Information will not open anymore. It obviously happened a while ago since my first restore point still wouldn't open it. Can't see a hardware problem in the device manager. What does this and how can I fix it. Thanks in advance

Check Doug's site, below, and click on XP-FIXES. Then click on Fix
Windows XP-HELP.
