XP hangs on one account

I am having a problem with one user account. If I try to log on it hangs on
an error message "Setting personalized settings for Internet Explorer." If I
try to switch user out of this account using Task Manger, my PC gives me a
black screne and the only way out is to switch off!

Other accounts seem to be OK but I can't switch from my account to the
problem account either. I have tried setting up a new user account but this
seems to inherit the same problem!

Any ideas please?

I'm using XP Pro Sp 3.

Reboot.
Log on as *any other* account - other than the one with the problem that
is - that has *administrative* rights.
Rename the directory (C:\Documents and Settings\<username>) for the user
with the issues.
Log out.
Log in as the user that had the issues.
If that works - copy the old user profile documents (just things they
created, like "My Documents", "Favorites", some stuff from the desktop,
maybe some email files...)
