XP H/E: Can I prevent a user from accessing printers & shut down?

I've been searching newsgroups, asked this question on
microsoft.public.windowsxp.help_and_support, and have
downloaded Doug Knox's XP Security Manager and haven't
found the answers I'm looking for, so . . . .

Is there a way that I can prevent a "limited" user's
account from accessing printers or shutting down the
computer?

According to my computer's help, when searching for "printer
permissions", I can hold down the CTRL key when right
clicking on a printer, then choose properties and there
should be a security tab, but I don't get that tab when
I follow these instructions. (My guess: MS cut corners
on the help and what I'm reading only applies to XP Pro.)

Yes and Yes. Is this ALL limited users or a particular user (in which case limited or not isn't relevent). And procedures are different for Home/Pro. Pro is easy, home has the programs hidden or removed that control the feature but the features are still active and present (hence Doug's tool for Home Users).
 
Well, at present I only have one limited user, so that point is moot,
but I suppose I'd like to know how to do it either way.
