I just installed XP Pro - clean install. I only have one
driver that is not digitally signed by microsoft - my
modem driver. It's a Zoom PCI v92 Voice Fax Modem.
The computer freezes almost all the time for seemingly no
reason. Everything seems to be working fine. Most of
the time it freezes when I am trying to install a new
program, like Windows support tools for instance. I
haven't been able to install that yet. If anyone can
give me some ideas, I'd really appreciate it.

If there is a signed driver for the modem, give it a try. You can always
go back to using the other driver.

Is that related to the freezing problems? Impossible to tell from what
you've told us. Any messages in Event Viewer that coincide with the
installation failures?
