All references to the Files and Settings Transfer Wizard
mention 3.5 floppy used to create the wizard disk. If new
machine does not have a floppy, can a cd be used?

Yes, and is probably a better choice since the size can be much larger than what will fit on a floppy. Run FAST on the old computer, saving it to the hard drive, then burn it to CD. After the new computer is set up, run FAST again, with the CD in the drive, and point to it as the source.
