My XP fax program will not work unless I do not include a
cover page. Any suggestions?

You would need to provide a lot more detail than that. At a minimum please
provide the exact method by which you are sending the fax (there are many),
how you are including the cover page and what happens when you try.

That is not true. You can print a document to a fax printer, which in turn
invokes the Send Fax Wizard, here selection of the cover page is not
mandatory.

Neither will mine.
Whatever method is used to invoke the "Send fax wizard" if
I include a cover page, whether a MS one or one of my own,
when I click "Preview Fax." it says "The Fax preview
cannot be displayed" and when I click "Finish" the wizard
simply closes.

As I understand, if you include a cover page it does'nt work, but if you
dont it works. Is it possible that a file related problem on conver pages?
For eg. to check if your Personal Cover Page is OK, go to My
Documents\Fax\Personal Coverpages directory, in Windows File Explorer.
Double Click the .COV files you have created there. Does it show up as
properly in Cover Page Editor.

In case you are trying, the Common Cover Pages, look in
\Documents and Settings\All Users.WINNT\Application Data\Microsoft\Windows
NT\MSFax\Common Coverpages
and pick a cover page.

If I double click the MS cover pages in the "\Documents
and Settings\All Users\Application
Data\Microsoft\WindowsNT\MSFax\Common Coverpages"
directory they open and edit ok with MS cover page editor,
and so do the ones I have created using the cover page
editor.
It won't sent with an original MS cover page or mine, even
with a completely blank one I created as a trial.
Reading some other peoples posts there seem to be a few
other people with similar problems.
