XP Fails to Start

I have been having trouble with XP. The system will not got past POST, stops and revert to the load option screen. I can't even load in the SAFE mode, then after about sever attempts (5), system loads but after 30 mins stops and restarts. No new programs have been loaded and my restore doesn't help. Is this a virus?

No, it's not a virus. If your PC won't progress past the POST
(Power-On Self Test), your problem does _not_ lie with the operating
system or any software. You have a hardware failure that is
preventing the POST, and hence precluding any OS's chance of ever
being started.
