xp extremely slow

My xp home edition suddenly went very slow. I had the mimail.r virus but I believe I have eliminated it. Several days after eliminating it my computer suddenly went very slow. It takes minutes to open outlook and other apps. I have run system suite deep virus scan, system suite deep hardware check, adware. I reinstalled xp and nothing changed.(I did not do a format C: and install) My "system" in task manager is often above 90 for no reason. I need help.
 
Try this only if you have 512MB of RAM or more,
Log on as Administrator, right click on My Computer -
Manage - Local users and groups - users - right click
on "Administrator", click properties - Member of - add -
advanced - find now - select all of the groups and click
OK - OK - OK again - then close the window and restart
your computer.

Log back in as administrator and right click My Computer -
Properties - Advanced. Under the performance section
click settings - Advanced - Change. Where it says drive
highlight the drive that has numbers to the side of it and
highlight it. then click where it says No Paging File -
Set - OK - OK - OK - OK - OK and let it restart.

You might have to try the 2 paragragh a couple times
before it will accept it. This has worked on a few
computers that I have done it on but no guarentees.
