Mike

When I log off of a user on XP professional I get a
message that says "Ending Program - 0" and it attempts to
end the program, and says to Please Wait. It also gives
me the option to End Now. Then I get the message that the
Program is not responding. I have no idea what program is
not responding.

Does anyone have any ideas?

Mike,

You need to identify which application is interrupting the shutdown process.
Open MSCONFIG utility and disable the entries one by one and restart.

Enable a Proper Shutdown - Download the fix from Kelly's site:

SHUTDOWN WORKS, BUT IT'S REAL SLOW

look in the event viewer for any faulting applications.

control panel>administrative tools> computer management>event viewer
