XP doesnt continue past reboot

I just installed a new hard drive... and now am attempting
to install Windows XP (home edition, upgrade). It detects
the CD in the drive, asks for the windows Me cd, which I
supply and it continues. I create a partition and windows
installs without errors. Then the system reboots. Upon
reboot, the system displays the following message "Error
cannot read data from CD, Press ctrl+alt+del to reboot."
It does this on every attempt. The interesting thing is
that the CD will sometimes try to restart the installation
process, and subsequently, find an OS already installed
(surprise, surprise). So the data is sitting on the hard
drive waiting to continue... why does the CD continue the
process??? The system is a pentium 4/ 1.3 ghz computer,
with 256 mb of ram... what happened?
