The toolbar at the bottom of the screen looks as if one bar is on top of the
other bar and when I point to one of the icons on this bar the description
is behind the toolbar and I cant read it. How do I fix this?

Right click on the Taskbar and choose Lock the Taskbar. See what difference
that makes.
 
I tried this suggestion but the description still shows up behind the tool
bar?

This is a known bug that has no permanent fix. Here's the best
workaround I've seen.

Click Start
Click All Programs
Right-click ANY folder OR shortcut that appears ABOVE the
taskbar*
Click Sort by Name

If you have locked the toolbar, unlock it. Then move the cursor to the top
line of the toolbar and move the cursor up and down a little until you see
the double-headed arrow. Then click and hold the left mouse button and
slowly move the mouse upward and hopefully you will be able to see
everything. If so, then lock the toolbar.
