XP Defrag Snap In Cannot Start

One of my computers serves as a test bed. I am constantly trying new
software. Everything I test is commercially available and virus-free. A few
days ago, the defrag snap-in stopped working. I can neither analyze nor
defrag. The error message is "defragmenter cannot start."

I have had this happen before. Usually, I had to reregister a dll, or
reinstall a file. This time, I have run through all of the usual procedures,
with no luck.

These are the steps I have taken:

delete from system32 the dfrg series of files
using the original cd, expand the dfrg.xx_ files into the system32 directory
reinstalled the files from the .inf directory
run chkdsk
checked the registry for errors and broken target links

Does anyone know of a particular file that would issue this error?
(Defragmenter cannot start)

Is there a file that might be blocking access to the drive? --If so, it
would be unique to this snap-in. I have a separate defragmenter from a third
party that works.

Any suggestions as to what to try next?
 
Nothing happens when clicking on Defragment or Analyze.

With XP SP2 the DCOM Server Process Launcher service needs to be running for
Defrag to work.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click DCOM Server Process Launcher |
Set Startup type to Automatic | Click OK | Close Services |
Reboot
