My clock insists on displaying time in hh.mm AM/PM format from
boot. Usually.

I can adjust this to 24-hr format in Control Panel, but at some point
it will always revert to AM/PM after a boot.

Is there a registry fix?

I can't help you. I was curious, and I looked in the control
panel\date & time icon. It is as I remembered - I don't see the
option to go to a 24 hour clock. Only choose time zones or change the
time. Is this option hidden somewhere else?

No not there. In Control Panel's Regional & Language:
Customise:Time.

To set a 24-hour clock you put HH:mm:ss.

If you don't want the superflous AM or PM then delete these
and either leave them blank or put your own string in.
(Perhaps UTC or Z or GMT or CET).

Unfortunately mine won't hold it setting between boots.

Changing the time format
You can change the time format by changing the setting in Date and
Time in Control Panel. For just the MS-DOS subsystem, change the
country setting in your Config.nt file. Depending on the
Country/Region selected, time is displayed in the 12-hour format or
the 24-hour format. If you are setting the time in the 12-hour format,
specify P for hours after noon.

Examples
To set your computer clock to 1:36 P.M., type either of the following
commands:

time 13:36

time 1:36P


Note it depends on the region you select.
