Xp causes scroll bar to move twice as far

I use Windows XP. When I first installed it, my Microsoft Optical Wheel Mouse worked fine. Then one day I noticed that when I clicked in ANY scroll bar, something odd happens. Let's assume that I have a window with a five inch high scroll bar, and the scroll bar "handle" (ie, the thing you can click and drag up and down) is at the top of the scroll bar and it is one inch in height. If I click below the scroll bar, but within one inch of the scroll bar, then the scroll bar moves down one inch (one page). But if I click two or more inches before the scroll bar handle, the scroll bar handle moves down exactly two inches (two pages), causing me to miss a page of text

I've searched the internet but could not find this problem described. I've seen other people with Windows XP who have the exact same problem, but they don't *notice* that they have this problem and just struggle along with it

Is there any guru out there that has heard about this?

Many with XP have this prob. MSHTML.DLL is the culprit.
You can check the properties of this file in
C:\Windows\System32. You prob have v 6.0.2800.1276 You can
either wait until MS fixes the bug or you can do the
following to restore the previous version, 6.0.2800.1160
Go to
http://www.microsoft.com/windows/ie/downloads/critical/defa
ult.asp, click on "April 2003...(813489)" download the
appropriate IE6 SP1 Security Update (I used the 1.97MB
file)into a temp file, then run Q813489.exe with the /c
setting so it doesn't install, just unpacks the files,
ie, "Q813489.exe /c" Rename the mshtml.dll in System32 to
mshtmlNEW.dll and copy the "old" version from your temp
file to System32. DO NOT DELETE THE mshtml.dll in your
temp file as Windows Update may well "see" that you have
the older version and replace it for you. If it does AND
the replacement is NOT a fixed version, ie NEWER than
6.0.2880.1276, you will still have the 6.0.2800.1160
version to re-copy into System32.
