There are two solutions I can think of.
First, you can wait fifteen seconds or so for all the
network services to start before trying to log on.
Another idea is to set a local policy using the Group
Policy Editor (gpedit.msc) to force the workstation to
wait for the network before logging on. You can find
this policy in the policy editor under
Local Computer Policy --> Computer Configuration -->
Administrative Templates --> System --> Logon
You'll see a policy in there to "Always wait for the
network at computer startup and logon". Set that
to "Enabled" and you should be fine.
