So what sort of boot CD are you trying to make ? One that does the
same job as the boot floppies?- that would be the Windows XP CD ROM.
Are you actually asking if you can make an entire Windows XP image
that resides on a CD ROM and is bootable as the OS of a machine ? If
so no.
We have a product that volume licensed customers have access to to
boot an Windows Preinstallation Environment (Windows PE) so they can
prepare a machine for deployment of Windows XP.
please provide more information as to what you are trying to do with
your "boot CD".
All the tools necessary to repair a Windows XP installation are
already on and accessible by booting from the CD ROM.
I apologise if I am missing your point here - so please clarify the
exact requirement.

If he tells us "why" we can tell him a course of action.
He can make a "bootable" CD using pretty much any commercial CD Burning app.
Will that CD do much for him ? Who knows.
It is kind of the equivalent of "I want a Boot floppy" - so in XP just make
one, but once you boot from it what can you really do (very little). Same,
same with a boot CD.
He seems to miss that the setup floppies are just that, a set of floppies
that go through the setup process. and have nothing to do with the concept
of a boot floppy or CD.
