XP always downloading?

Since I've installed XP, I've had several problems that
are quite irritating. First, my connection is always
poor. Sure, I'm on dial-up, but nonetheless my
connection was much better and faster with Windows 98.
What I believe the problem is, is that XP is continuously
downloading something from the internet. I can sit
connected to my ISP with all browsers shut down, and just
my connection running. I open the connection details and
something is downloading, but I cannot in any way figure
out what is going on. This prevents me from downloading
any large files, also. Another problem I'm having is
with the WIndows UPdate system. My main concern is the
fact that Update keeps telling me I need to install the
newest DirectX version. I have fully downloaded and
attempted to install the newest version several times.
Each time, the Windows Update browser says that it was
successfully installed; however, an error-like message is
always showing saying that it could not be fully
installed. The update keeps appearing every time I rescan
with Update. Any help will be greatly appreciated.

If you're on dial-up, by all means uncheck 'keep my computer up to date'
(control panel/system/automatic updates).

Second, if updates are not fully installed, try to delete file edb.log in
C:\Windows\System32\CatRoot or CatRoot2, as it gets corrupted. Windows will
create it again, and this time will be correct one. Then try to reinstall
directX.

I have had 'keep my computer up to date' UNCHECKED for
quite some time now, yet XP still continues to try and
download stuff.

I will take your other suggestion though.

I don't have a edb.log in either of those folders. I
have an edb.txt and an edb.chk

I think you can safely delete both those files. That txt file is basically
log file, it's just shown as txt in explorer. If you see it with some other
file browser program (like Windows commander) , it will show edb.log. So,
delete it and see if it helps.

As for your first thing, i would get some network traffic monitor program
and monitor which program requests and gets all this traffic. Try to search
it with google. One of other things is that you can also being host for god
know who, which uses you as a between station to do god knows what. So, it
this is the case, try to install and run some free firewall program. In any
case, firewall is besides antivirus very good idea. (well, AV is a must,
while firewall is advisable)
