Information from MVP Rick Rogers:

Click start/run, type "regsvr32 regwizc.dll" (without the quotes) and
click "ok". Then do the same for "regsvr32 licdll.dll". You should get
a successful message for both and it should resolve the error message.
If not, then try these steps:

Start the computer in Safe mode by hitting F8 at startup. Click
start/run, type regedit and click ok. Expand the branches in the left
pane by clicking the plus (+) signs to reach these keys:

HKEY_USERS\.DEFAULT\Software\Microsoft\Cryptography\Providers
HKEY_USERS\S-1-5-20\Software\Microsoft\Cryptography\Providers

Click on the folder representing each key and delete them one at a time.
You may want to create a backup before doing so by clicking file/export
and saving a copy to the desktop. If there is a problem after deleting,
you can put the key back by double-clicking it. If there is no problem,
you can delete the key later. When finished, restart the system
normally after closing the registry editor.

Note: If you used reset5 to crack the Windows XP installation
previously, the above steps will not work.

If this doesn't solve the problem, you have other issues on the computer
(such as hardware failure, OS corruption, malware, etc.) and you can
post back with more details. I am assuming that you had XP Pro
preinstalled on your Compaq. Normally you would not need to activate an
operating system that came preinstalled from an OEM like Compaq, HP,
Dell, etc. If XP Pro did not come with your Compaq and you installed it
yourself, then possibly the Note above is applicable.

This issue can occur if a Windows Product Activation (WPA) "crack" or "hack"
that is named Reset was installed on the computer.

To resolve this issue, follow these steps.

NOTE Make sure that the Show hidden files and folders option is checked and
that the Hide protected operating system files (Recommended) is unchecked.

1. Delete the Reset.bat file from the %Windir%\Repair folder.
2. Search for the following files in the %Windir%\System32 and
%Windir%\System32\Config folders. Delete any of these files that you find.
Reset3.bat
Secreset.cmd
Secreset.bat
Resetwpa.reg
Reset5.exe
Resetservice.exe
Reset5.bat
Reset5.DT1
Reset5.DT2
Reset5.DT3
Reset5.DAT
Reset5.exe
3. Reboot the computer.
4. Click Start , point to All Programs , point to Accessories , point to
System Tools , and then click Activate Windows .
5. If the Windows Product Activation Wizard prompts the user to activate
Windows, follow the instructions in the wizard and activate Windows XP again.
6. Restart the computer, and then start the wizard again to confirm that it
does not prompt for activation again.
7. If the Windows Product Activation Wizard displays the "Windows is
already activated" message, click OK to quit the wizard.

Best of luck
