XP 2 Blocking OS pop ups

I've used Kellys Korner item 11. It used to work - not
now. tyhe OS XP still shows numerous descriptive pop ups
when I mouse-over Control Panel options, etc. I have
set "Enable balloon tips" to value ). They still display.

Can anyone help?

Also, your question is confusing, you said you turned on, Balloon tips and
they still display, so what is the point? Did you want to turn them off? It
also seems that you are already running twaek ui.
 
Thank you for replying. Even a computer does not help my
teny tiny brain. I meant that I want to turn OFF all
those pop-ups in XP. The tweaks do not work for this.

I will go to the suggested newsgroup
