My computer is using 97 - 100% of CPU processes when no
applications are running besides the system applications.
what is causing this problem? How to fix this problem? I
am using Windows XP Professional.

Scan your system for viruses and other idiotware.

Free online virus scan

http://security.symantec.com/sscv6/default.asp?productid=symhome&langid=ie&venid=sym
Free Anti virus software www.grisoft.com

Free Firewall www.zonelabs.com
Free Adware Blocker http://www.lavasoftusa.com/support/download/
Free malware and spyware cleaner http://www.safer-networking.org/

If the symanctec online scan doesn't find anything, then go into task
manager/process tab and post the names of the processes using the cpu.

.
In the task manager click on Processes, double click the
CPU column, this will show the Image Names from highest to
lowest. One can click on View Select Columns and add CPU
Time column. Double click the CPU Time column this will
show the total CPU time the Image Names have used since
boot up from highest to lowest.

I have a similar problem w/ xp Home. I can boot up in
diagnostic mode and the CPU usage will be less than 5 %.
I let the system sit with nothing running and the CPU
usage via the task manager will start to climb. It is not
steady, but oscillating. After a couple hours of just
sitting, the "system" usage of CPU resources will be
oscillating between 100 % and 60% with a frequency of
approximately 1 cycle/second. The same happens with
normal boot up. I see alot of postings with the same
symptoms. I think there is a real problem.

Try disabling the SSDP service and see if the problem goes away. It
looked like I had a memory leak with that service.
