XmlSerializer.Deserialize decoding

Hello all!

We have a XML that was serialized using JAXB. It encodes comma's as %2C.
When we deserialize it in C# it does not decode the %2C back to a comma.

Is there anyway to get the deserialze to correct this?

It looks like someone added encoding into the objects prior to being
serialized in JAXB.
Once the encoding was removed everything was fine.
