i am unable to open a .xls file with xp home edition,
what do i need to do.

Neither Windows XP nor any other version of Windows has ever had
the ability to open .xls files.
Windows is an operating system. Excel is an application that can
be installed under Windows. If you have Excel (or some compatible
program) installed, you can open .xls files. If you don't, you
can't.
If your previous computer, running an older version of Windows,
came with Excel, it was because the vendor who sold it bundled
Excel as part of the package he sold you, not because that
version of Windows came with Excel.
So buy a copy of Excel (or Microsoft Office, which includes it).
However, if all you want to do is view existing Excel
spreadsheets, rather than create them yourself, you don't need a
copy of Excel. You can download a free Excel viewer at
http://office.microsoft.com/downloads/2000/xlviewer.aspx
