If you refer to the set xcopy/xcopy32 from Windows 9x, then no. Not
needed. The W2K XCOPY.EXE does all that and more.

ISTR there may have been a 3rd-party utility called xcopy32....?

For even greater (although complex) "xcopy" functionality in NTx OSs

For more advanced copy operations, you also have Microsoft's
Robocopy.exe.
