X-Axis @ 0 wont work (PIC INCLUDED)

I agree however this is what is being asked of me. I tried using th
macro on that site and it didn't work. All i was given was the fou
mini marcos and not the one main one to involk the others. I trie
running these manually and it didnt help eithe
 
Even if you can't get the macros to work, the algebra involved here is not too
complicated. The concept is that you need to extend the minimum of the left axis by
the right amount so that the shared X axis lines up on both sides. If the gridlines
match up, so much the better.

Your right hand axis goes from -10% to 60%, while the left hand axis goes from 0 to
100. The simplest thing to do is make them both scale from -10 to 100, although this
means the secondary series uses less of the high range.

Another option is to keep the right chart at -10% to 60%, while scaling the left
axis to -20 to 120.

It still avoids the issue of whether this is the chart best able to describe these
two columns of numbers. You could make the chart which is asked of you, and at the
same time make the one that illustrates any relationships in the data. The category
axis you have is arbitrary; any left to right variability is meaningless, but could
distract the viewer from any real effects. At the very least you could simulate
geography, and arrange the cities with the westernmost to the left and the New
England states on the right. Well, I guess it is alphabetical by state, but that has
less meaning than west to east.
