This was just posted in alt.html:
It appears to be registerware, you need to give them an email address
and they will send you and unlock key.
The screenshots and feature list look nice. I haven't tried it, as I'm
not really looking for one, but since this topic comes up fairly often
in this group, perhaps others would like to take a look.

Downloaded and tried last night. I found a few quirks, but it worked
rather well. I have javascripts on my web pages and when I go to
WYSIWYG edit the page, I would expect some marker to let me know the
script exists, just so I do not delete it. I deleted the script once by
accident (luckily I had another copy) and all returned to normal.
* Drag and drop is quirky and intermittent.
* Color coding of the code is nice and it is formatted well.
* Deleting (via the keyboard) is quirky and inconsistant.
* When the save button is pressed and coonfirmed, you still get a save
mesage when you try to close the file.
Overall, not bad, but I would not consider this a commerical app.
Webcoder is better and I do not like it all that much, since the active
X script produces some UGLY code when things are dragged and dropped.
