WSS Template

I've downloaded a Microsoft WSS template and would like to modify some of the
graphics before my host enables this feature. Is there any way to load it on
to my laptop which has frontpage 2003 [I've already tried]. Advice sought.
 
You would need to be running WSS on Windows 2003 to modify it
