Windows XP wsa startup fail

hi,
i m trying to make a tool with the help of window socket that contains some function like startserver and stopserver. on statrting server it create a socket and on stop its call closesocket. now the problem is that when i try to start it third time i get an error with code 10093 i.e wsa strtup failure.
i have closed socket with call of closesocket but problem is still there.
please help me its very urgent.

I have tried this i think that problem is on socket i.e. its trying to create a fd that is being used by another resources.
i have called closesocket for each open socket but the problem is not being resolved. is there any method to resolve this please tell me i will be very obliged
