Writing English but able to create an accent over a word...

Hello, I used to in my Win XP type a word, i.g. Fran'cois <-------- I used to type the ' first and then the C and I would get the french sedilla (that is a C with a little line in the bottom of the C). Now that my computer is back from Repairs, that option does not work anymore..how can I be able to type accents when I type now? What should I do? I' ve tried going to control panel but nothing works...

Start----Programs-----Accessories----system tools---character map just highlight and copy
the accented letter you want to use and then paste it into your word processing product you
are creating.
